Hi, i am new to the torrent network, and i read about this thing where you can actually control the max upload rate by other peers, cause it considerably reduces my download rate.
I am using windows xp, dial up modem, is there a way i can control the upload rate?

Depends what client your using. I know BitTornado allows you to change the max upload rate and such, but I wouldn't put your upload too low since it would stun your downloads.
