Either the "2 seeders" could be busy connecting to others (they are downloading too much), or it could be thier setup. They could be set up download lots and upload little.

Here is the thing. Some torrents do NOT have 100% available. Here is what I do to protect myself from these situations.

With Azureus, I use Peer Guardian.
I also filter people that contantly give out "bad data". With both of these options on I filter it down to only the people I WANT to DL with. Note other torrent clients may have these options... I'll leave it to you to find out which.

When I 1st start a DL I always wait 5-10 minutes for it to SETTLE (not a long time considering how long a LARGE files takes to DL). At this point I check the availability. If its over 5... I am ok with that, and go get a coffee. However if I only have a few seeds, then I'll look to see if its valid. I do this by checking the peer list and sorting it by % done. I am NOT looking at the number of 100%. I am looking at the %s of those that are JUST about finished.

If everyone is STUCK at a certain number 92.5%, then that is a red flag and I move onto a new torrent. Normal torrents will have the top % number staggered out in a random pattern. NOTE: There is an exception to the STUCK rule (meaning there is a case where its legitimate).

If you have a SUPER slow seed. Someone ULing to people in BITS/sec not K/second. Then you have 1 SLOW person seeding, and 25 people WAITING to get every peice. Once a peice is gotten it quickly gets passed to the peers that are trying to DL it. (1 person gets to 92.6, then they ALL get to 92.6 within a few minutes). So if there are NO other torrents available... sit and WATCH your so called STUCK torrent.. watching for activity every 5 minutes or so among the TOP peers that aren't at 100%
