Is this a good place to find out about IRC?

Is this a good place to find out about IRC?
I am a brand new user to this sort of chat system.

I remember when the internet was new and there was a program that some grad student made called "relay". I wonder if this is what relay has evolved into -- IRC.

I have lots of questions.

First of all, it seems that it is a ghost town. I have gone to a forum for new users and I just basically sit there waiting for someone to come by because few people do.

What is the difference between a channel, a network and a server?

Which channels are the better ones? Which Channels are the most popular?

Where is everybody?

IRC and forums are two different things.

IRC is a live chat whereas forums allow anonymous visitors to view the contents and consist of a group of contributors who've registered into the system, becoming known as members. The members submit topics for discussion (known as threads) and communicate with each other using publicly visible messages known as posts.
