How do I upload a .torrent file?

I followed some steps in order to upload a .torrent but it said that it doesn't have releases in the US. This is my first time making a .torrent and was wondering how to upload it so others can use it.

if you're in the US you can't unless you use a non-US proxy.

You could upload to other sites and your upload will get indexed here but, as Disc Jockey Desmond says there are ways to do things, sneaky ways.

To be honest I have just downloaded. but feel I should place files back on for others. have films and loads of other stuff. but how do I do it in a safe way.
